You could have a school of neons without any problems, though you'd need to be sure that you kept up on those water changes.
An African dwarf frog would work as well, or a pair of cherry barbs. As Shannen mentioned, ottos or a snail would be okay.

Neons might work, but with a school of them (6) you would really be pushing your stocking on a 5.

3 otos would be another option. Or an mystery snail.
