	i need help for another person from another site!!!!! 911!!!

I would appreciate it if you could help me. I have 2 bettas, and 1 of them is dying. He is swimming on his side, lying down, not eating, ect... His fins are kind of clumped together, and he is breathing heavily. For a few seconds, he started swimming quickly and hitting the sides. Then he started swimming upside down! The other betta's fins are the same way, but he isn't acting odd. I don't think it is fin rot. Do you know what it might be? i need to get back to her asap, she emailed me yesterday, and i must have forgot to check my messages!! please help me help her!!
