That should be OK. Barbs are supposed to be fin-nippers, but I've kept lots of cherry barbs with no nipping. Pet Warehouse and Walmart often carry females.

A shoal of Cherry Barbs would be nice.
If you're into breeding, then Breed the Betta.
It's up to you.

Hi,
If you want to breed the cherry barbs then go for
option 3.
Cherrys, ghost shrimp,
and a couple of ottos.
Go with 4 cherrys, 4 ghost shrimp and 2 ottos.

The problem I see with your options is keeping only one oto; they definitely like to have company. If you've never kept them before I suggest you read [link=this article]http://www.fishprofiles.com/articles/freshwater/oto.asp" style="COLOR: #FFCC99[/link].

Breeding fish like cherrie is often difficult because they eat the eggs. The May issue of Tropical Fish Hobbyist has a good article on breeding egg scatterers; they actually use cherries in the photos included in the article.
