i have an empty 10g sitting around and want to set up a FOWLR
with a blue tail damsel. could i use the filter off my 20g it a whisper 20. how often should i do water changes and how much. im thinking 10% a week

I think that would probably work. You'll just have to watch it really closely. If you don't top it off everyday the salinity will increase quickly and could hurt the fish. Given that it is a damsel I know a lot of people here wouldn't mind that so much. If you keep a close eye on the water params then you should be fine with only a damsel.

If it's going to have live rock, then the filter will just be for some water movement.

It sounds fine to me, but I would suggest not running any media in the filter.
