Is 2.8WPG sufficient to grow almost any type of plants (coupled with C02 and Eco-Complete/flourite)?

I'm trying to setup a heavily planted 10g tank with 3 Dwarf Puffers and 4 Otos.

Any suggestion for high-light plants?

It's enough for most....except for some red plants...they generally prefer the 3-4 range. However red temple plant Alternathera reinekii will do just fine in that wattage.

should be fine, and with such a small tank you can easily reach that, just make sure you have the right spectrum lamps. An easy way to get more light into your tank (if you use fluorescent tubes) is to install reflectors on the tubes. I use them myself and they help a lot!

Thanks.

Its a planned future tank and will be my first CO2 and flourite tank. I hope it isn't difficult to maintain about correct C02 dosage and other things that come along with high -light plants.

I plan on buying the Hagen CO2 system.

Anyone have experience with these? Also, what parts have to be refilled?

I've used the Hagen unit before I got my pressurized tank system.

It uses a sugar/yeast/baking soda mix which will need replacing every 3 weeks, give or take (it varies).

Hagen sells replacement yeast/baking soda (they call the baking soda "stabilizer" or something like that). It's a lot cheaper to just buy the yeast and baking soda at the store, and recharge your reactor that way.
