I have a 30G tank and 40watt light, im new to this, will plants survive in this or what? and what plants

Yes, you can grow plants in there, albeit only the low light range of plants seems feasible, including the classics like Anubias, Fern, and Crypts.

What other plans do you have for this tank? Kind of fish etc.
