In very high light it can be used as a low foreground plant, but are normally found as a vertical grower. Baby tears are a stem plant and should be able to be planted in the gravel. They can be held down with a lead weight until their roots can hold them down. If they aren't growing well, you may need higher lighting for them to really take off.
