ild like to get a very low growing plant no more then 1/4inch tall that looks like moss or almost grass that wont totally take over the tank.

IMHO, you are out of luck here. The smallest foreground plant I know of is Hemianthus callitrichoides, most often simply called HC. Even that plant will grow taller than 1/4 of an inch and also will spread eventually (but slowly).

Why would it have to be so low?

gravel (which im changing soon to get better quality) 15 watts, and plecos, tetras, catfish, tigerbarbs, clown loaches, frogs and rasboras

A really small foreground plant doesn’t sound like a good solution anyway. I think your plecos, catfish (which one? ), and maybe even clown loaches might have a field day digging out these plants.

i will take a pic of my tank to give u an idea of my plant set up. i want to add more plants but not take away from the look of the tank
