I have two 10 watt florescent bulbs in my 10 gallon tank. Is this considered 2 watts per gallon?

I believe so. 20 watts in a ten gallon tank equals 2 watts per gallon.

mathematically it is true that you have 2 wpg.

but if i say i have a 1/2 gallon tank with a tiny 1 watt bulb, so i have 2 wpg, obviously nothing is going to grow in that tank with only 1 watt of light.

the watt/gallon rule only works when you have efficient amount of light to support your plant growth. just something you want to keep in mind.
