Just wondering if anyone knows of any low light grassy plants that would be able to do well in about 1.3 Light.

In that amount of light I'd try Dwarf sag (Sagittaria sublata) and Dwarf chain sword (Echinodorus tenellus) - one or the other should work. They're not the shortest or the most lawn-like, but they're both pretty good in low light.
