Sand is not very good for plants. I would suggest that you stick with easy low light plants that are attached to decorations. Ex. Java moss, java fern

I think that Cryptocoryne wendtii var. green would do good with both the low light and sand. Will you be adding salt to the tank?

I'm guessing the tank has a single 15 watt fluorescent tube instead of compact fluorescents. If that's the case, you'll probably just want to stick with Java Fern, Java Moss, or some kind of Anubias. Crypts can grow in sand, but there is probably not enough light.

I'm not your neighbor, you Bakersfield trash.
