I've noticed that on some of the tips of the leaves, there's something that looks like minature java ferns growing. Are these runners?

Yes, they are. Java ferns propagate from both, the rhyzome and the leaves. I have a couple of leaf propagations going on in my tank.

Will the runner detach and float off by themselves? Is it a wise idea to cut them off?

They should detach by themselves - but if they get to an accpetable size and have not detached than you can cut them off! Wait till they have a big root system and leaves about 3-5cm before you detach them.
