As the plant selection depends heavily on other tank parameters (lights, in particular, but not only), you may well have a tank which would be good to house Anubias, Mosses, and Ferns - none of which need to be planted in a substrate at all. As such, a minimal height for decoration purposes would be sufficient. Would I suggest you go that route? Hell no, what if you ever upgrade the light and would be able to have some fabulous rooted plants? You would then also have to add more substrate, and that would be pretty messy.
