Im guessing you mean the Wallmart bulbs. I have had the Anpongeton ones in my tank and Yes they are easy to grow. Basically you but it on the substrate just push the bottom in the gravel just enough so it wont fall over then you wait. Im my experinces just over half of mine grew. They dont seem to need much light, but more light always helps. One problem i had is that eventually they seem to not grow leaves in the tank anymore and just have more "lily pad" type leaves, which ended up blocking out light. To remedy this i would cut off all leaves and they would start growing again, with leaves inside tank. I hope this was helpful a bit.

If you buy the lily ones, just cut off any floating leaves before they reach the surface. That way the plant will just produce the submerged leaves. If you let the plant have its floating leaves, it will grow much better. Plants with access to the atmosphere do not rely on dissolved CO2

Yes, they will grow in the sand. Just make sure you stir up the sand because it will compact (smoother) your roots. I have them growing in both of my tanks, and all are sending up flowers - and look really stunning and nice. I'd personally stick with them! (But I am branching off into 'harder' plants Aponos are extremely easy and undemanding plants)
