Need some specifics - what kind of lighting, how many watts, what size tank, is it being shaded by nearby plants, are you using ferts now and if so what kind, c02?

Personally, I like to make my own fertilizers, both liquid and root tablets. It's a little "involved" doing it that way, so if you're just looking for something you can buy ready to go, I'd suggest Tropica Mastergrow for a liquid trace fertilizer. For root tablets, I can't really recommend the one I want because they don't make them anymore, so I'll have to say Seachem's root tablets or jobe's plant spikes for ferns and palms ( the jobe's being the cheaper).

If you are thinking about really getting into the plant thing, I suggest http://www.gregwatson.com/products.asp]http://www.gregwatson.com/products.asp[/link] and [link=http://www.aquaticplantcentral.com/forum/fertilator.php]http://www.aquaticplantcentral.com/forum/fertilator.php[/link] , [link=http://www.csd.net/~cgadd/aqua/art_plant_nutrient.htm]http://www.csd.net/~cgadd/aqua/art_plant_nutrient.htm[/link] , [link=http://www.csd.net/~cgadd/aqua/art_plant_dosage_calc.htm]http://www.csd.net/~cgadd/aqua/art_plant_dosage_calc.htm[/link] , [link=http://www.csd.net/~cgadd/aqua/art_plant_co2chart.htm]http://www.csd.net/~cgadd/aqua/art_plant_co2chart.htm[/link] , [link=http://www.plantgeek.net/plantguide.php]http://www.plantgeek.net/plantguide.php[/link] , [link=http://www.plantguild.com/]http://www.plantguild.com/[/link] , [link=http://www.kingvinnie.com/aquaria/articles/auralproportions/ ,

I will try to answer your questions if you answer mine first. What kind of lighting do you have now? How many watts? Is it in the 29 gal tank you mentioned? Are you using ferts right now or just used seachem tablets once and that's it?

You don't have enough lighting for dwarf hairgrass. In a 20 Long, you'd have less water to get the lights through, but it's still not be enough at 0.75 watts per gallon. Most carpeting plants are high light, more like 2,3, and 4 watts per gallon. A single compact fluorescent bulb at 65 watts should give you enought lighting. Co2 is pretty much a must, but with a 20 gallon a diy co2 setup would work fine. You can condition the gravel bed with the same fert tablets you used before after replanting some hairgrass or similar carpeting plant. A bit of tropica mastergrow wouldn't hurt for trace ferts either.

You might have to get a glass top first, to upgrade your lighting, and then just search around for single compact fluorescent bulb fixtures that will fit. I personally use coralife fixtures and enjoy them very much, but to find the size you need you might just need to do some google searching.
