The tanks not too small, your selection of appropriate plants for the tank will be pretty limited though. I've seen people plant 2.5 gallon tanks successfully.

because my apon bulbs are growing like nuts right now, i strongly recommend those bulbs sold at wal-marts. also you can get crypts from wal-mart too, they usually get pretty good plants, make sure you go on the day they get shipments tho. some wal-mart dude get paid minimum wage dont give much about some water plants, plus they dont have the power to do much either. try tho 2 things first, if you like the results, you can upgrade your light, and go for more later.

I had 2 amazon swords, an anubis, some Hygrophila polysperma, java moss, and a big ol' java fern in my 10 gallon. It worked for a year or so. In the end, my java fern and the anubis got too large for the 10, but the swords were fine. I just cut off leaves when they shaded too much of the aquarium. I had to prune back the Hygrophila polysperma too on occasion. If you want to plant a 10, i suggest stem (bunch) plants and crypts. Those stay small or can be kept small. Lighting is another matter though....

edit: Plants were good on my wallet. I believe they represent a sound investment if you can keep them alive. They have numerous benifits for the fish. They make the fish more at ease, but, more importantly, they maintain much better water quality.
