I'm curious as to why you cannot get a CO2 supplementation system. Perhaps you mean't to say 'will not'.
I response to your question, I have not come across a commerical aquatic plant fertilizer that was of ill-repute. There are basically 2 types of aquatic plant fertilizer: Tablest which are inserted into the soil, and liquids which are directly added to the water column. Each has their own benefit, and one or the other (or both) is chosen based on the plants you plan to have. I've had best results using the tabs. Liquids have a tendency to promote algae growth when too much is added. Of equal, if not more important, is a suitable substrate and lighting.

look at the seachem flourish line of ferts. if you're just starting out, look at the regular flourish as well as the flourish trace.

there are a ton of different ferts that specialize in different elements, but those are good basic, comprehensive ones from my experience.

Make that another for Tropica Mastergrow. ( for commercial products anyway). Otherwise, Plantex csm+b mixed with distilled water. Much cheaper and that much better (imo). Can mix potassium sulfate, potassium nitrate, magnesium sulfate, mono potassium phosphate, and just about anything you want to suit your tank's needs. Maybe not for the beginner.
