I have an empty (fishless) tank that is planted with some small swords. It will probably be another 2-3 weeks before there are fish in the tank. Will the plants be ok this way or should I borrow a fish or two from another tank?

If you can't mix up some KNO3 then I'd go with the fishsitters...wait the fish would be tanksitters :%).
You might also get away with just a pinch of flake food or the like (as if you were doing fishless cycle).
If you have KNO3 mixed up that would be the easiest IMO.

You could just use water from another tank with nitrates. If you have any tanks that aren't heavily planted.
