I have the same tank with 15 watts, and java fern and hornwort work great. Even I can't kill these plants. Java moss and anubias are others that work too.

Good beginner plants which will survive in your lighting conditions are Java Fern, Anubias, Hornwort, Anarcharis (only if you leave it to float on the surface, and be sure to trim it often so it won't filter off too much light for the bottom plants), and possibly Java Moss. I say possibly Java Moss, as i have found it is better suited for moderate to high light conditions.

never heard of purple cabomba, but i heard the red kind is hard to grow with the amount of light you have.

hornwort has the same fine leaves like cabomba, easy to grow, up to couple feet low if you dont cut it, light isnt really an issue with these plants.

java ferns are fine with low lights, and i think they get up to like 10 inches.

so depends on how tall you want these, but they are the only ones i can think of with low light requirement and being "tall"

the leaves wont grow much at all if you dont have much light, you can bury it in yer gravel, its fine that way. and the stems will grow WAY LONGER if you are short on light, because they are trying to get as close to the surface as possible, but they dont have enough to grow leaves, so the extend the stem to reach to the surface.

from what i did when i had 0.66 wpg, the hornwort grew, but only the stems. it only grew stem, so after a few weeks, i have hornworts with 2 inch gap between leaves, and it got really ugly looking, so i tossed them away.
