i went to my upstate house, and in 1 of the 9 ponds i found it covered in duckweed, so i took around 3 pounds of it. it is in a cooler, and after looking at it, there are alot of bugs, and scuds. would it be safe to add some of the duckweed, to the tanks? and also what can i do to eat the bugs, will bettas work.

Here's what I'd do.. Take a tiny pinch, not 3 pounds of rinsed duckweed, throw it in the tank, and if it does well you'll be glad you didn't throw in 3 pounds.

There's no way you'll manage to clean all the critters out of 3lbs of duckweed. The last time I tried to take something out of a pond I ended up with a tank full of interesting critters that multiplied way too fast. I eventually had to take the tank down. You might be able to clean a small amount and really 1 leaf of duckweed can turn into 3lbs in a very short amount of time. 1 leftover leaf in my 5g has turned into 10 little plants with several leaves in just a few weeks.
