My black skirt tetras always nip eachother and my other fish as well. They have already killed a juvinile guppy and a full grown neon tetra.

Yeah, they can be fairly nippy fish especially if not kept in large enough schools. Did you have a question about the black skirts?

How many black skirt tetras would make a happy school? I currently have four. On is a white skirt.

Six tetras of one species and type is generally recommended, so that would make six black skirt tetras and six white skirts.

6 is the ideal number, but the more you have the better, as they'll leave the other fish & nip their own species.

They can. However, since the two are different color morphs, they may not recognize each other as the same fish and thus would feel uneasy schooling with them. Though the white and black skirt tetras may mix together, it is best to provide satisfactory arrangements for them. That way they have the choice whether to school cross-color or not.
