I have 3 neon tetras, along with 1 cardinal tetra in a well planted 1000l aquarium. there are plenty of stones and bogwood, but is there anything else i can do to get them to breed. Obviosly, they may all me males or all females. and they r in a community aquarium, will that disscourage them. One final question, Can u tell males from females?

The females are more rounded and they tend to become quite round as they get older.

The easiest way to breed them is to get a large shoal. I had a shoal of 10 and they would spawn every week after I did a water change.

All thats mentioned above plus I have used marbles on the bottom for the eggs to fall between to prevent the others eating them.

Neon tetras are usually most comfortable in a school of at least 6. Adding more could make them happier and the chance of breeding would increase.
