I've had a school of six lemon tetras in my 29 gallon for a while now, and they are usually pretty boisterous and active. I recently added a three inch (8 cm) bristlenose, and the tetras have been acting odd since then. They have been more shy than usual, and are now deathly afraid of any movement outside of the tank. They were not this way before. I'm betting that adding another tetra or two to their school would help these guys perk up and not be so stressed. Am I right in assuming that? I was planning to add more tetras eventually, so I figured that I would do it now if it would make the ones I already have happier.

My cardinals sure perked up after adding a few new ones. As for lemons, I can't really say--I've never actually kept them before.

When I added my 4 inch BN to my tank the occupants were a bit skittish at 1st, but once they realized the BN wasn't a threat, they returned to their normal behaviour.

When I had only lemons in a tank they were fine. Once other fish were added though they acted shy. Hopefully once yours are used to the BN they'll get back to their usual behavior.
