I would get 2 Angels & 2 schools of Tetra. Not the Congo, as they get too big. Maybe Rummynose, as they are quite beautiful. You can also get a couple of Corydoras.

I lost 21 Neons to 4 Congo's in the matter of a week, I pulled the last 3 Neons and put them in my sisters tank.

I also lost 3 Glowlight tetras to the congo's. (moved the remaining 9 to my daughters 10Gal)

I have a Tetra themed tank, tho it seems a bit more scattered now. all of these get along quite well.. (and play "tag" often )

6 Congo Tetras
14 Cochu Blue Tetras
6 Serpae Tetras
6 Head&Tail Light Tetras
4 Diamond Tetras
2 BlackSkirt(Widow) Tetras
5 Clown Loaches
3 Bala Sharks
3 Albino Algae Eaters
1 Albino CoryCat
1 Red Sailfin Pleco
14 or so Ghost Shrimp (tho when the Loaches get bigger they probably won't fair so well)

all in the same tank. (75Gallon) tho I'll be replacing it with a 150 soon to accomidate the grown size of the balas and clowns. (and the currently 9" pleco)

Congo's are very beautiful and very fast swimmers... Keep the "small" tetras out of the tank, they get along until they hit 2-3", then the Smaller ones go missing (and they can hit up to 6" in the right environment, the LFS had 2 there that were 6" ) yes, I read they hit a max of 3" aswell...

I will be adding congo tetras to the tank. This morning on a trip to an lfs, I got 2 male yellow congo tetras. They were for sale at $15 (Canadian) and they were 50% off that price. They are both 1.5 inches long and are a nice looking fish.

I was thinking of stocking my 29gal with more of a tetra theme. I am also thinking of adding some others in aswell. This is the first option.
10 neons
6 congos
3 longfinned black tetras
3 black tetras
3 angelfish(if there is a problem with the neons I can move the neons)
swordtails (the number will change peiodically)
This is what I am thinking of doing. I am not worried with this setup to much.
The second option is
10 neons
6 congos
6 black tetras
6 rummynose tetras
4 scissortail rasboras
3 hatchetfish
3 marble hatchetfish
3 angelfish
Which option would be better? or if you have another suggestion for this tank.

I like your first option without the angelfish, or perhaps just one angelfish. If you had to cut down on the overall number of Tetras, Black Skirts seem to do well in smaller numbers. My two play with my Bleeding Heart Tetras. Even when I had a bigger shoal, they only swam together during a water change.

The congos can go in that tank with no problems. I have done it befor and the congos spawned so I think that they would be fine again.

I like the second option more, though it (like the first) is overstocked. Here's what I'd go with:
7 neon tetras
7 black tetras
7 rummynose tetras
2 German rams *or*
1 lace gourami

Also, I disagree with the Congo tetra statements. They really only reach three inches, not four; and they aren't actually aggressive. These fish are super active, which sometimes frightens and intimidates their tankmakes. For this reason, they are sometimes mistakenly labeled "aggressive", which I disagree with.

Both those options are way too many fish for a 29 gallon.

I would go with 2 schools of 6 small tetras, rasboras, or barbs. The choose one or two bigger fish to be a 'centerpiece'...try rams or other small cichlids. If you want an angel i would go with just 1.

I would eliminate the congo tetras all together. They can get up to 4" long, and are a bit more on the agressive side. Your "second" option... seems a bit too many fish. 3 angelfish are 3 too many in a 29. I successfully raised 2 in a 29, and even then when they got of a decent size.. they were a bit too cramped..
I think you should find a shoal of tetras or of the cyniprids(barbs, rasboras.. etc) and then pick a center piece fish... rams..at the most 2 angels.. some bottom feeders. And perhaps then you can add in some hatchets to occupy the top "layer" of the tank.. Put it this way.. keep it simple! a nice sized shoal of tetras or danios or harlequin rasboras.. a couple centerpiece fish..(gouramies are good for that, rams, paradise fish) and your bottom feeders... You really should not overstock a 29. I hope this helps and doesnt limit your creativity with stock! Let me know if you have more questions!

72 gallon bowfront:Tanganyikan Lake set up
75 gallon: A. Baenschi trio,Cyanotilapia Afra Cobwe(4), copadichromis trewavase, protomelas sp. tangerine tiger(breeding pair)
