Are there any schooling tetra, or similar tetra-like fish, that will be OK in water with a 7.4 pH and GH of 15d ?

Just about any tetra would live in that water without problems. All you have to watch out for is what the water parameters are of the place your buying them from. If it's very different from yours you might have to spend extra time acclimating them.

Yep, agreed. Many tetras are pretty hardy fish, and can get used to all kinds of water parameters inside of the extremes. My lemon tetras live in water with a pH of 7.8, for example.

Are there any species in particular you were curious about?
