Has anyone heard of these tetras that I have purchased- they hav read fins and are quite small as well as charming

Never heard of them. Try looking them up in a few search engines, as well as the fishprofiles profile. If you don't get anything, they might be a hybrid. My LFS breeds wierd colored fish, brands them with exotic names, and sells them, vastly overpriced, need I add.

Only 99 cents? Hmn. I wish I lived near that LFS, the cheapest fish in mine are $3, excluding the goldfish.

80% of fish in the lfs are under $3, these look like phantom tetras on ly smaller with red fins(the fins are outlined with black) two black marks around the gills is the feature that reminds me of the black phantoms

As I understand it, "Von Rio" is simply another name for the Flame Tetra. Supposedly very easy both to keep and to breed (although I've never kept them); and very common in stores, although some of them are much more brightly colored than others.
