Glowlights and Black Neons are both far more attractive against a dark background than a light one -- it really brings out their colors. (I imagine the same thing is true of Head & Tail Lights, although I've never kept them -- as well as their bigger cousin the Garnet or Pretty Tetra.) I also recommend adult male Blue Emperors, if you can find them. Finally, while they aren't schooling tetras, Cochu's Blues and adult male regular Emperors are also very attractive.

By contrast, in my experience Red Phantoms and Diamonds actually look better against a light-colored background. (I've had serious trouble keeping Diamonds and Cochu's Blues, although other people on this site haven't.)

Finally, let me recommend one non-tetra. The Hengeli or Lamb Chop Rasbora, which is starting to get common in stores, is very beautiful against a dark background. Its red-pink glow is more intense than that of its famous cousin the Harlequin Rasbora.

I have glowlights and pristellas, very impressive as schoolers, and nice colors. You could do a school of 6 of each, and then perhaps another contrasting tetra like Neons, Black Neons, Lemons, or Cochus Blues.
Or you could do 2 6 fish each schools of any smaller fish, and then a school of 6 corys, or say 4 yoyo loaches, 6 kuhli loaches, 1 larger botia like a skunk or tiger, or a nice little pleco like a gold nugget, bristlenose, or clown pleco.

tetra only tank. the tank will have black gravel n an overall dark theme, which makes me want something either colorful or shiny, but id rather stick to the smaller tetras. right now im in a toss up with pristella, diamond, or possibly red phantoms(even tho they arent really shiny)

My top three choices would be: glowlights, black neons, and rummynoses. I like cardinals as well, but around here they're seen in every lfs, I tend to like to go with something a bit different.

I had lemons and they have nice coloring...maybe it was my particular group but they were rather shy.

After finding out what's available to you at lfs, think about how the tank is or will be set up: color of substrate, plants, background, rocks, caves, etc. Tetras such as lemons or glowlights look good in a tank with black gravel for example, while black neons would kind of get lost.

I don't think an angelfish would fit in there, especially not with all of those other fish.

I really like pristella, rummynose, lemon, and cardinal tetras. Diamond tetras would be a good choice, too. I would advise against neons, because they are sometimes disease-e.

Do you want a tetra-only tank, or are you planning on having some other fish?

i love diamonds, i have 13 of them and they are truly, subtly gorgeous. the males grow beautiful fins after a year or so, and they glitter like - well, like diamonds! i'd highly recommend them.
