Is there going to be anything else in the tank, centerpiece fish or bottom feeders? If not, they're both in the 1" range so I'd say 7-9 of each, depending on your filtration and how frequently you do water changes. Tetras really don't put out much waste so you could safely go a bit high.

Do you plan to keep all four platies in this tank? That would change the numbers a bit.

You could just have neons, increase your school to 8 or so. If you really want to have two schools, go with one of the smaller tetras, like the glowlights you mentioned. You might be able to get away with 6 of each, even that might be a bit overstocked.

If you were to remove the platies, then I would keep nine or ten each of the regular neons, and glo-light tetras. Both these species are small, and produce very little waste. In addition, they are peaceful, and I've never heard of either kind being nippy.

trade them for the neons in the store.

i'd go with only one bigger school, and have some less tight schoolers around, for contrast.
maybe two gouramis may be interesting and very tranquile in such a tank in exchange of one of the schools.
also don't pack it up too much. although with such low-littering species you can have many in a small tank, it would not be too aesthetic to do so. add only 4-5 at first, and add more if you wish after you can see what difference it will make.

I'd say 6-6 would probably the maximum stocking you could go before you start seeing some unfavorable water quality. Keep in mind this is coming from a guy with 4 cories and 7 cardinals (4 fry) in a 10 gallon, so you don't have to take my word for it. 10-10 seems a bit heavy though (actually, VERY heavy). Though they may be small, each still gets to around 2" in length, and aren't the most efficient eaters.
