All of the following have worked for me:
Glowlights
Cardinals
Beaconfish
Black neons
Neons (some people have success with them, others don't)
Rummies
Congos (see above parenthetical statement---these fish can be pretty nippy)
Rosy
Silver Dollars (a bit big, though)

Personally, I wouldn't keep angelfish with neon tetras or cardinals, because the tetras have a good chance of being eaten. It really depends on the angelfish there, and whether it would view a mouth-sized tankmate as a meal or not. Most medium-sized tetras would be great, as long as they aren't nippy ones, like serpae or black skirt tetras.

Who here has actually had an angel swallow an entire [in the prime of health] 2" cardinal or neon? It is nearly impossible, as angels have reasonably small mouths which are quite weak (and toothless). In the wild, neons are not actually the "natural prey" of peruvian angels, but rather their fry, along with the fry of many other fish species, make up a large part of the scalare diet. If a sure fire way of losing your neons and cards was to introduce them into an angel tank, there would be fewer aquarists (such as myself) who have successfully kept the three species together in harmony

no problems with neons and angels, get smaller (dime or quarter) sized angels and your tetras, you get to watch thte angels grow and when the angels are fulsized they usually ignore ther tanks mates they ahve grown up with.... at least thats how i've always done it.

I've kept black phantoms with my angel. When the angel was still very small it looked similar a black phantom and would actually school with them The males were a bit nippy amongst themselves but no problems between them and the angel.

I have congos (not been nippy at all), cardinal, glow lights and skirts (black widows here in the uk). All have been fine with the angels but the angels were small when i got them so they were brought up with them.

I wish I had some congos that didn't nip ;_;. They're so beautiful.
