Not sure if there's a way to use garlic with the foods you're feeding, but it is a known appetite enhancer in fish.
You can use the juice from fresh garlic, or if you only have powder on hand, mix it with a small ammount of water to form a paste then allow the food to soak.
Of course this only works if they at least attempt to eat, sounds like these arent even sticking their noses at the food let alone tasting and spitting back out like some do. It might be worth a try though.
When this was first suggested to me and I thought it a bit odd I asked around and recieved confirmation from a few people that it's safe for even some of the more delicate SW species.
Not too helpful I know ....

WalMart has been selling these little guys as their "fish of the month." I thought they were interesting, but from what I found out about them, they eat snails and their teeth will become overgrown if they don't have them. I think they may prefer live food as well, but will eat pretty much anything. Perhaps, someone else will have more information.

Dwarf puffers are 100% freshwater. They do not need to keep their teeth trimmed. They will never turn down a pest/pond snail unless they are seriously ill. Many never learn to eat dry or even frozen food. I just ordered 2 dozen pest snails because I emptied out all the stores tanks and my own feeding 1 puffer. They can't eat mts. Already found that out. You need the football shaped pest snails with no door on the shell.
Smaller snails are actually better. Mine will kill a snail then decide it's no longer tasty. With the small ones he crushes the shell or sucks them out in one bite instead of leaving them to decompose in the tank.
