Septacamia is often caused my aeromonas hydrophilia, and that should be susceptible to bleach, iodine, or chlorine. Ditch the decorations that are permeable, change the gravel, get new filter media and use a 5% bleach solution or similar on everything else. Rinse everything well, dry with paper towels thoroughly to make sure any residue is gone, and make sure any detectable smell of bleach is gone and let the tank air for at least a day.

Dont take any chances with aeromonas bacterium, they are capable of living in water and detritus even with no fish present. Basically its a full strip down , cleanse , and recycle job.

In the past to get a "death tank" up and running again ive been known to just run a very hot bath put bleach in the water and just let everything that can go in the water soak for an hour. An hour in bleach pretty much kills anything. In fact for that totally sparkly new tank effect, try harpic limescale removing toilet cleaner! lol. Make damn sure you rinse it off again though, its lethal to fish.
