I am not sure if it would work,
as often Bettas do eat small shrimp.
Ghost shrimp would be a very pricey betta snack.
I would instead opt for this:
1 Betta
2 Ottos
1 ADF
That would be slightly overstocked, but nice to look at.

Pricey 8 for a 1$? The adf would eat blood worms right? And would the betta eat blood worms also? So betta and ottos are a definate for sure.

You might be thinking of bamboo shrimp.
And ottos are bad choices for a 5 gallon, they're very fragile and a host of other reasons.
I would suggest more ADFs, they like company.

No, as you can see by my Flag im in Canada.
Americans are so lucky, you all have great prices
on your fish down there!
Dont ask me why, many of our fish sold here come
from florida as yours probably do too.
Probably extra shipping costs raise the prices.

I'd go for a betta, 2 ottos, and an ADF...that sounds good

I've paid 20 cents to $2.79 each for ghost shrimp here... all depends on the LFS and shipping prices and whatnot...
