I had a breakout of either ich or velvet about a week ago. I promptly treated it with coppersafe because its what I had and it was late at night so none of my lfs were open. Will it ever be safe to add snails into the tank? Is there a way to make it safe without taking everything out and cleaning it?

You can try cuprisorb. http://seachem.com/products/product_pages/CupriSorb.html But I'd still test it with some pest snails before adding anything you care more about.
