In short no.

They do like lots of room to swim around in, need a heater, and just have way too much of a bio load for a 1 gal.

Just cause they are called Dwarf doesn't mean that they can be treated as a dwarf. Their bodies are quit stout and that greatly increases their bio load.

I think you can get away with keeping a dwarf gourami in a 10g, but a 20g is definitely better.

The Dwarves I've had seem far to sensitive to water parameters to be kept in a 1 gal. The smallest I'd do would be a 10 with a good filtration system,etc.
