Its a common prob with HMs, its when the tail just seems to fall apart and disinagrate. There could be several reasons for it, some say weak or really heavy finnage, bacteria, stress, genetics, ect ect.

Would u be using that fish for breeding and/or showing?

Well, a few of the babies might be ... remember, HM isn't just one gene, it's a combination of factors. Even with an over-180 male and a female with 4 or more branches, you're still lucky to get a few HMs out of any given spawn. On the other hand, a blown male can be a little easier to breed, since he's more agile (not weighed down as much by finnage). On the other other hand, you have to wonder: if this fish couldn't support his tail, will his offspring be able to? Or if it was a water quality issue - do I want to buy from someone who has water quality issues? What ifs are important when thinking about the cost of an HM male plus shipping.

Yes it will grow back, but depending on how bad it was damaged you prolly wont be able to show. Cus if it was bad and a lot of the tail was gone then it proly wont grow back as nice as it was.
Personaly i wouldn't buy him if your trying for your strong hm line. I would just buy an unblown hm.
