i'm looking at buying a 65 watt power compact fixture for my 38 gallon planted tank which is 36" long. I think these bulbs are around 21-22 inches long in a 30" fixture. My question is will it be a big problem for plants since about a foot of the tank would be left. Also, would there be any advantage of the 30" fixture over the 24" since they have the same bulb size? I do plan on keeping my current fixture running which is 36" and has 2×21 watt t5 bulbs.

No issue, hook er up The 30" will have a larger built in reflector for more light covererage.
