Could be a Potamogeton species... maybe P.gayii or P.pusillus ??

Thanks for guessing Frank and Clownloach, but no, no one is correct.

The correct answer is:

POACEAE SP. PURPLE BAMBOO

Is this thing even an aquatic plant, or one that is
occassionally immersed? I still can't find it.

That's a bit of an odd one, especially when Poaceae is a family, not a genus. And really really hard to tell most of them apart without seed heads. Not to mention I've never seen it before...

Clownloachfan,

The Hygroryza aristata you show does look very simliar to the Purple Bamboo in leaf shape. If you look at the your link of the Purple Bamboo you'll notice the lower leafs are green and the top is more of a purple hue, that's pretty much how mine is, even though in the pic it looks more green. The purple bamboo has an endless pearl (I assume if from the leaf texture that causes the pearl to adhere to the leaf struture). If you look at my pic and the one from APC they are both doing that. So I'm not sure if the Hygroryza does that as well. If it's not a Purple Bamboo they'll be hell to pay since I bought the plant from someone in "Jersey".
