Are these water parameters safe/ideal for neon tetras?

pH: 7.6
Nitrate: 20ppm
Nitrite: 0
Alkalinity/buffering capacity: 180
Hardness: 120
Ammonia levels: 0.25

Neon tetras will have no problems with that water, except for the ammonia. I agree with Babel, fish should not be added to a tank with any detectable ammonia levels. You'll have to take care of that first, before adding any other livestock.

But how do I lower the ammonia?

EDIT: Will a 0.2 diffrence in pH be a problem?

NH3 is not acceptable...no fish should be subjected at this level....this should only happen if ur cycling ur tank.

acceptable changes in pH is at max = 0.3

putting more fish while ur NH3 is elevated is not a gud idea...do water change or add biosupport (only if u want to) or resort to chem means(least u can do)to decrease or eliminate ammonia.

u may add new fish if ur tank is stable

Ammonia lowers by the filter converting it to nitrItes and then into nitrAtes. Y'know, the whole nitrogen cycle thing? Just wait, it'll happen.

Neon tetras can safely handle a pH above 7.9 without problems, so your 7.6 won't be a problem.

As for the ammonia, that is probably the result of a problem with maintaining the tank. So long as you don't overfeed your fish and don't have problems with fish/plants dying, the ammonia level should go down on its own.

Is this a cycled aquarium in which ammonia has suddenly appeared?

I'd address that problem fast before thinking about any additional stocking if this is the case.
