Well, i think my neons are retarted, everymorning i open my lights to find my neons scattered everywhere, then after about a hour tell be schooling looking very healthy but when i close
my light after just ten mins ill open it to find them all looking trensparentish swimming crooked, hiding and scatterd but as soon as i open it they all come out of hiding.

I have:

1dwarf gourami
7neons

+plants

I'm willing to bet they aren't retarded, they are resting and don't really want to be up with everyone when they sleep...I know my neon's also look transparent when the lights first come on or after an hour of them being off...mine don't sleep together all that much...i think it is just the fish themselves...

Totally natural, as stated above. Your fish slow down and begin to rest once the light goes off, and you turning it on suddenly catches them with faded colors and still half "asleep". The fish get over their shock after a short while, then act as they normally do.

If you want to make it so that switching on your light in the morning doesn't freak them out as much, turn on a room light or open up the blinds ten minutes before you turn on the tank light. That will give your fish a period of relatively low light in which to come out of rest mode and start getting active. When you do turn on the tank lights, your fish will not be surprised by the switch from total dark to bright light.
