I wanted to make some caves and hiding spots for my loaches. I know that this can be done with PVC pipes and gravel but I was wondering if anyone knew what kind of glue I would need to use to get the gravel to stick. Silicone? Aquarium Sealant? Any suggestions would be appreciated or any other ideas to help make some fun places for my fish

Most silicone that is 100% silicone rubber sealant, does not contain anti-fungal or anti-bacterial agents, and other such assorted nasties should be safe for aquarium use, even if it isn't marked " aquarium safe" on the tube. I use a caulking gun with "GE Silicone I for windows and doors". The GE silicone II contains antifungal chemicals and says " Not suitable for aquarium use", whereas the Silicone I does not contain those chemicals and mentions nothing about being safe or unsafe for aquariums. Never had a problem with the stuff. Aquarium silicone is fine too, although in many cases is the same exact thing as the 10 oz. caulking gun size, only it costs 3 times as much.

When in doubt, call the manufacturer.

Just use silicone that is good & doesn't change anything in your water. Read the instructions well before you buy/use it.

Although I've never actually tried using it before, I've seen several advertisements for epoxy putty made for underwater.
