What I really want to know is is it worth the price for it?
It's about $20 for a 20lb bag, or I could get a 50lb bag of play sand for less than $3.

Trust me, the tahitian moon sand looks way better. Depends on what you want the tank to look like, though. I like the black sand.
It's also less dusty than play sand, and you don't have to worry about there being minerals or calcium in it.

It's gorgeous in-tank, I love mine. But, of course, consider the fish in question. If they'll go muddy and ugly on a dark substrate, it's the wrong choice.

The fish will be angels, probably of the koi variety. I haven't read anything about what sort of color substrate they prefer.
Any idea about how much sand is needed for a 29g (30"long x 12" wide)?

I use the cheap play sand. It works fine for me. You do have to rinse it a lot, but any cloudiness in the tank goes away after a day or so. My sand is heavy enough that I've never had problems with it and my filters. The color is very neutral and natural as well. I'd say get the cheapo stuff. Spend the extra money on a bigger tank, since angels will get big and, IMO, don't belong in a 29 gallon at all.

If I could find a tank as cheap as the cost of sand I'd have it in my room already. My dad said he has a 5 foot tank somewhere in his shed but he hasn't dug it out for me yet.

Most of the koi angels I've seen are a bit on the dark side, IMO they'd just dissapear with such a dark substrate. I realize they'll obvioiusly vary from region to region, this is just what I've seen. This is a case where if you really insist on going with sand, I'd go with playsand.
Be sure to read up on proper maintence ect before getting started.
