I have two hillstream loaches. Today I noticed they are actively on top of each other. It went on for 1 hour or more.

I was wondering what are they doing? are they mating? or just playing...?

Most likely, your loaches are just playing. Loaches have a tendency to be rather goofy, and horse around a lot. One of the things that they like to do is lie around in piles, resting on top of one another. That's probably what yours were doing.

When hillstreams breed, the male digs out a pit beneath a stone for the eggs to be placed in. If you haven't witnessed this, they probably aren't breeding.
