Galaxy plecos get very large, and one would not fit in your tank. Don't worry about that kind, though. BUY THE ZEBRA PLECO!!! $55 U.S. is a very good price for it, considering the new ban on exporting these fish. They only grow to about six or seven centimeters, and are very cool-looking. I would buy the zebra pleco as soon as possible. It will be fine in the tank you mention with a few ottos. Are there any other fish you plan on keeping in there?

You could either have a school of some kind of tetra, or a pair of rams. Two schools of barbs, and one of tetras/a pair of rams, plus the zebras and ottos would fill up your tank. I wouldn't add anything more after that.
However, when you buy your two zebra plecos, try to get one male and one female. You could make a lot of money by breeding these fish.

The other pleco can grow to over 25 centimeters, so that wouldn't fit in your tank with all the other fish you want. Breeding zebra plecos is supposed to be difficult, but here are some sites with information on how to do so:

Indeed, the Leo can get a bit large for the 40 gallon, but it CAN be housed in it for a good 2-3 years.
