i was looking at the pictus catfish profile on this site and it says it cannot be bred. If they cant be bred then how do we still have them?

Most likely the Pictus you see for sale are wild caught.

The aquarium fish trade is intermixed with both captive-bred fish and wild-caught species. Typically wild-caught fish are more expensive, since the hardship in obtaining them is costly, but this depends on the fish and it's availability.

For some reason, some types of fish won't breed in captivity, or it is really hard. They must not feel comfy in tanks.
