hold long have you had it, what size tank, what are the other fish in the tank, has it ever eaten any other foods? If you just got it, it could still be stressed and lacking a desire to feed. Otherwise, try other foods. See if he will start to eat some frozen foods, and then ween him onto the pellets in time.

your tank is new, and hasnt cycled yet. Likely the ammonia is rising in the tank, which is probably causing the rope fish to become stressed and depressed, and likely it wont eat for several days.
You put a lot of fish in there for a brand new setup. You should go to your local fish store, purchase a bottle of StressZyme, or Hagen Cycle, or some other beneficial bacterial supplement. Also, get a bottle of Prime Water Conditioner. This you can add as the tank cycles to detoxify the ammonia and nitrite so it doesnt hurt your fish so much. You should also purchase a master test kit, or the tests for Ammonia, Nitrite, Nitrate, and PH. These tests are essential.
Also, the tiger barb should not be alone. You should either get rid of him or get 5 more tiger barbs. With how stocked your tank is at this stage, I think you should take back all the fish except the tiger barb. Get 5 more barbs, and let them cycle your tank. Afterwards, go back and repurchase the fish you want. A rope fish gets far too large for a 36g tank as well, as far as I know.
Also, if you dont remove the glass catfish, they will die. Im pretty sure they are a sensitive fish and the ammonia spike will kill them as your tank cycles. Save yourself some sadness and grief and cycle your tank before you add back the rest of the fish.

Try some frozen or fresh meaty foods, such as bloodworms, blackworms, or earthworms...or bits of shrimp.

oh ok, sorry misunderstood your post!
I would agree with Toirtis, try live/ and or frozen meaty foods. Bloodworms, earthworms, beef heart maybe.
