Are they of the same type? Males can be agressive towards other fish, and probably somtimes against other male angels or maybe females. Try seperating the two for a while if you have another tank. If not try a tank divider. Less swimming room but it would be temporarily.

That is a good idea. I never really thought of that. Change around the surroundings alot so it feels like the angels are in a new place. See what happens from there. If not try the divider idea.

Change the tank setup & keep an eye on them. Angels can become quite aggressive.

Have you added any new fish recently?

What other fish are in the tank?

It might not have been the other angel that attacked it. It could ahve easily been a tank mate.

Changing the decor around will definately help as the "boss" angel will not recognize anything as his territory any more until he reestablished it.

Could be that you have a male that is ready to spawn and a female that is not. This sort of circumstance could bring on behavior that you are seeing.

OR

You could have 2 males and the dominant one does not want the other male there.

Keep a close eye on things as it could turn bad very quick. Be prepared to move one out if necessary.
