You can feed them twice a day & do a weekly water change of 25%.

The amount of water changes will depend on the tank size and filtration. Many people start with a tank too small for an oscar so there is a need for larger and more frequent water changes.
What size is the tank? Anything below a 55g is too small for one oscar. For two of them I would be suggesting a 75g at minimum. 125g recommended.
Once a day feedings would be sufficient.

Before you criticize someone walk a mile in their shoes. That way you're a mile away and you have their shoes.
