No. Angelfish require a tank of 25 G tall or more to live happily in as they grow to around 8 inches long and 12-15 inches tall! A 15g tank is 12 inches tall usually, and is nowhere near enough for an angel.
If you want to do Angels and Rams, a 29G tank would give you enough space to do 2 angels, 2 rams, and perhaps a school of small fish like neons.
You could however successfully keep 2-3 blue rams and a schooling fish like neons/glolights/white clouds/etc in a group of 6, in a 15g tank.

Pete has good advice on size. At $5.99, I would be tempted to buy 3 or 4 females plus a male for your 15G. Plant it well and provide a cave to see if you can get a breeding pair.

M. Ramirezi are suceptible to any number of health problems. Keep your temps in the low to mid-80s for these little jewels to minimize your problems. That temp is a bit warm for angels.

As a side note, I had a pair breed with a number of angels in the tank (No, I never listen to myself, thank you!). The pair herded all of the angels into one corner of the tank and beat the snot out of them if the angels moved!

Females have a bright pink tinge to their stomachs. Males will also have a little pink sometimes, but it will be less noticable. Males also have an elongated 3rd dorsal "spike" on their dorsal fins. I'm pretty sure males are larger than females.

If your starting a new tank which it sounds like you are, don't even waste your money putting blue rams in. They will not do well in a newly established tank. Get some other hardy fish and wait about 6 months before putting the rams in. Rams require alot of water changes, etc.

That would overstocked. If you want the rams in a 25 gallon, then ditch the angels. Angels really could do better in a 29 gallon(yes I know it's only 4 gallons, but the dimensions are different and more suitable for the angels). But especially if you are going to have 6-10 schooling fish.

This is what I say you should do (take it slow...remember to cycle all the way, add the schooling fish first, then the cory's, then Rams after a while and ottos last of all (remember ottos need algae already in the tank when you add them).

8 Cardinal Tetras
1 Pair of Blue Rams
3 Ottos
6 Cory's (4 is not a sufficient # of fish for schooling fish like cory's)

That would pretty much be stocked full. Adding angels and more rams would push it over the edge, plus in that small of a tank with 3 rams the odd ram out would be beaten and if 2 pairs formed with 4 rams the pairs would fight non stop for territory in that small of a tank.

I have 1 pair of blue rams in my 38 gallon with 2 angels, 3 clown loaches, 2 coolie loaches and 3 bala sharks. But they are all babies and I'm very soon getting a much larger tank and splitting up my community to try and breed the rams. The angels and rams are fine with each other behaviour wise. Just make sure you have some plants for your rams to hide in. I have some very bushy ambulia they love. Make sure you cycle your tank well, and have very good filtration as rams are really fussy about clean water. regular water changes are a must.

I suggest though a 25g really is a bit small for your angels to fully grow. And they grow quickly too. Oh and they eat neons too. In fact I've read they eat tetras in the wild. My sister tried keeping a school of 10 neon teras with her angels and they were all devoured.

There are ways to keep Neon Tetras with Angelfish, and most other smaller tetras too...but that isn't the point, a 25 is just too small for all those fish.
