When is it too many fish?

I have 4x Swordtails, 6 x Zebra Danios, 9 x Serpea Tetras and 4 x Kuhli loaches in a 3 ft tank about 120L or so.

There are several factors that create an over load.

Too many fish.
Poor filtration, not enough capicity, failing to keep it in a good working order.
Lack of airation for a large population
Lack of live plants.
Failure to change the water correctly, 25%-30% weekly.

With your number of fish doing every thing correctly should not be a problem but failing to do the correct thing nothing but a big disaster.

Both my tanks are possibly pushed to the limit but I follow a very strict routine to keep the tanks working 100% with out any problems caused by me.
