Its probably protien scum, a bacterial soup on the surface film, drain it off with a cup, or better yet put the betta in a bigger tank with a filter. Sometimes the addition of an airstone can help the bacteria spped up and this helps reduce the scum, it also might help recirculate pollutants back into solution. You might be in for a culture shock with bettas as well as goldfish

Its probably true to say that bettas shouldnt really be kept in a tank thats too small for filtration, after all you can get airpump driven box filters that are about 3x3x3 inches. If the betta is in a tank too small for that, gawd help it.

A young relation of mine has exactly the same problem he has one of those stupid 1/2 bowls that attach to the wall too small for any thing and he is continually having the same problem. (Mother knows everthing so nothing can be done)I have given up trying this 17yld The only way to fix it is replace it with a decent size tank so that you can have a filter and at least a airstone.
If an aminal was locked in a cage at a zoo so small that it could hardly move around and every thing around the animal was poluted are never cleaned there would be an world outrage. Please think of your Betta and give him a better life. Sorry to be on my high horse but small tanks just turn me OFF. Here is a link to my Betta tank I would have a bigger one but there is no space on my desk for it,

i would agree with lhg and keith bettas need bigger space. i have a betta in a 10 gal tank, and it made a world of difference. the betta in my tank is about 150% the size of the ones in the pet store, the fins a longer and more full, and the body has more muscle defenition. plus the bigger tank, allows more room for other fish

I have seen a very happy Betta in a 4ft tank swiming in all the currents. My Betta is certainly not effected by all the swiming he does.

Have a look in [link=My Profile] http://www.fishprofiles.com/forums/member.aspx?id=1935[/link] for my tank info

if you can save up 20+ dollars you good to go. look around ebay and aquabid first. you could probably find good deals . or a good lfs could have some stuff for a decent price. for instance i got a 10 gal for my betta and spent 10$ on the tank then another 12 for a filter.
